Macau: organization and operation of the Trade and Investment Promotion Institute

 

(7 October 2024) On 5 June 2024, The Chief Executive of Macau SAR, in consultation with the Executive Council, enacted the administrative regulation on organization and operation of the Trade and Investment Promotion Institute (Organização e funcionamento do Instituto de Promoção do Comércio e do Investimento (Regulamento Administrativo n.º 20/2024). It was published in the Official Gazette on 11 June 2024. This regulation aims to streamline the organizational structure of government departments and attract investment. The regulation entered into full force and effect on 1 July 2024, and repealed Regulamento Administrativo n.º 26/2017 and a number of other administrative regulations related to the Trade and Investment Promotion Institute and the Office of the Permanent Secretariat of the Forum for Economic and Trade Cooperation between China and Portuguese-speaking Countries.

The regulation incorporates the Office of the Permanent Secretariat of the Forum for Economic and Trade Cooperation between China and Portuguese-speaking Countries into the Trade and Investment Promotion Institute (Art 38, Art 40, Art. 45, Art. 47).

The main duties of the Trade and Investment Promotion Institute include: attracting investments [Art. 3(1), (2), (3), (4)], assisting enterprises in opening up markets, promoting the development of the convention and exhibition industry [Art. 3(5), (6), (7), (8), (9)], promoting economic and trade exchanges and cooperation between China and Portuguese-speaking countries [Art. 3(10), (11), (12)], amongst others [Art. 3(13), (14)]. Headed by the Commission, the Trade and Investment Promotion Institute is composed of three departments and eight divisions:

(i) the Department of Investment Attraction and Economic and Trade Development Affairs, which includes the Investment Promotion Division and the Economic Development Division (Art. 14, Art. 15, Art. 16);

(ii) the Convention and Exhibition Development and Promotional Activities Department, which includes the Convention and Exhibition Industry Development Division and the Convention and Exhibition Promotional Activities Division (Art. 17, Art. 18, Art. 19);

(iii) the Support Department for the Permanent Secretariat of Forum Macau and the Promotion of Lusophone Markets, which includes the General Support Division of Forum Macau (Art. 20, Art. 21);

(iv) the Organization and Information Technology Division (Art. 22), the Administrative and Financial Division (Art. 23) and the Division of Legal Affairs (Art. 24), all of which are subordinated to the Commission.
