The Korea Legislation Research Institute (KLRI) and the Faculty of Law and Political Science of the National University of Laos co-hosted the 21st Asian Legal Information Network (ALIN) General Meeting and International Conference from November 27 to November 29 at the Crowne Plaza Hotel in Vientiane, Laos.
Established in 2005 under the leadership of the KLRI, ALIN is the largest legislative information exchange network in Asia, aimed at fostering mutual understanding and cooperation among Asian countries through the sharing of legal and legislative information.
With five new member institutions added in the latest General Meeting, ALIN now consists of 43 members —including law schools, research institutes, and government bodies—from 23 countries across Asia. Over the past 21 years, the network has carried out active cooperation through its annual general meetings and international academic conferences, joint research initiatives, and enhanced information sharing among member institutions.
On Thursday, November 27, the 21st ALIN General Meeting was held with representatives from member institutions across Asia. Among the key agenda items were the approval of new member institutions, proposals for the selection of the co-host for the 22nd ALIN General Meeting and International Conference in 2026, enhancement of information-sharing functions on the ALIN website, expansion of partner institutions, and diversification of ALIN activities.
The 21st ALIN International Conference, held on November 28 and 29 under the theme “Building a Resilient Asia: Enhancing Disaster Risk Governance,” consisted of four sessions representing East Asia, Southeast Asia, South Asia, and Central Asia. Experts from 11 countries—including Korea, Japan, Mongolia, Vietnam, and Laos—participated both online and offline to share their respective systems for disaster risk management, climate disaster response frameworks, and institutional reforms related to disaster management authorities. Comparative analyses among countries facilitated in-depth discussions on legal and institutional directions to strengthen disaster governance across the Asian region.
KLRI President Yeong-soo Han remarked, “Asia is one of the regions most severely affected by climate change and compound disasters, and the importance of intergovernmental legislative cooperation is growing more than ever. I hope this conference serves as a meaningful platform for Asian countries to explore legal solutions for reinforcing disaster response systems and to identify concrete pathways for cooperation.”
As the secretariat of ALIN, the KLRI continues to promote legislative cooperation among Asian countries by facilitating the exchange of legal information, while also contributing to raising global awareness of the excellence of Korean legislation, especially among countries with strong interest in Korean law.
Recently, KLRI has been expanding the network beyond traditional Asian boundaries into the broader Eurasian region. As part of these efforts, five new institutions joined ALIN this year: Hanoi Law University (Vietnam), National University of Mongolia School of Law (Mongolia), Istanbul University Faculty of Law (Türkiye), Justice Academy of Türkiye Legal Research Center (Türkiye), and Singapore Management University Yong Pung How School of Law (Singapore). Their participation has further strengthened the scope and expertise of the network.
